The Blues Development Officers play a vital role in club development and aiding in the recruitment of womens and girls players. Women's and girls rugby is progressing strongly in the Blues region with the recent development of senior sides at Llantwit Major, Cowbridge and Pen-Y-Graig and girls teams at Merthyr, Llantwit Major and LLantwit Fadre.

This adds to the already established teams of Cardiff Quins, Llandaff North, UWIC, Pontyclun and Tylorstown women and Llandaff North and Cynon Valley girls'. In the 2006-07 season, UWIC won the South Division 1 league while Pontyclun won South Division 2 and were runners up in the National Cup. Llandaff North under 17s won the East Wales league.
